بسم الله الرحمن الرحيم In the Name of Allah, the Extremely Merciful, the Bestower of Mercy Answered by Ash-Shaykh Al-`Allaamah Saalih Al-Fawzaan (may Allah preserve him) Question: What are the rules and regulations through which a scholar determines and is able to say, "Such and such a person is a Mubtada`ee (a person of innovation)," and is every person who commits a bid`ah regarded as a Mubtada`ee(an innovator)? Answer: First of all, seek knowledge. Seek knowledge, and leave off Tabdee`(calling people innovators) and busying yourselves with this matter which you have not reached (i.e. have knowledge of) at this stage. Seek knowledge, and afterwards you will come to know what bid`ah is and what the Sunnah is.
